Here is a site you might be interested in that provides some insights into what a headache clinic does and the qualifications of the docs. This is the one I go to. It is at a large regional medical center (hospital) in Seattle and is part of their neuroscience department.

To find one in your area, try Googling a large hospital or a university with a med school. Then hit on neurology or neuro-science department or specialty and see if they have a headache clinic. There are lots of neurologist, but only a few that specialize in headache treatment.
I know there are some smaller "for profit" clinics that specialize in headache treatment. I don't know much about them or know anyone that has gone to or worked for them. They could be fine. A lot depends on the doctor. I would be leary of a headache center that introduced narcotics as a main treatment.
